Where is Bsurfaces? I can't find it on the tool menu

Bsurfaces is an addon that comes with the default blender. Just search in the add-ons for bsurfaces. Once you have activated it (File>User Preferences> Add-ons), it will show up in the tool shelf while in edit mode.
