Did you try the one below the Esc? That might work anyway? If I set my keyboard layout to dutch, that key works as Accent Grave/Tilde in Blender, but that might not be the same as having an actual dutch keyboard connected…
It should be the key above the TAB key and to the left of the 1 from the row of number keys above the letters. It may not be a tilde key on your keyboard, but it should still function the same.
Your actual tilde, maybe next to the enter/return key using shift.
