The bones in my armature are super sensitive, is there anything I can change to make posing easier?

It seems like my rig twists and contorts with gentle mouse movements, so posing the dog took forever. What can I do to reduce the sensitivity of transforms?

Sounds like something is wonky with the rig. Bones and controls should be transformable just like any object in the scene; not any more sensitive.

Could you provide a download link for your .blend file by uploading it to dropbox, google drive, or similar service?
