Soft Body Physics not working properly for me

So I rigged a female character and am trying to add physics to the breasts with these soft bodies, but whenever I use them, either the whole mesh jiggles or doesn’t move at all. And yes, I have a vertex group pinned on the goal. Is this a glitch or does soft bodies not work for this type of thing? If so, what is recommended to add jiggle physics to body  parts like this?

Hey @artisticanarky , to get the rest of the object to stay still I set the goal default strength to one. This is working on a cube, but these settings should translate well to jiggling body fat:
