Shrinkwrap of tread has unexpected results

When I shrinkwrap the tread onto the tire, it is not uniform around the tire. Can you please advise? See attached picture. The tread is perfectly symetrical around the tire before the shrinkwrap modifier is added.

Do you have clipping on? Either way I am also just learning but I bet it is something in the Modifiers settings rather than an issue with your mesh.
