Can you be more specific on the issues you are having,
For example, your vertex snapping options and settings.
I have had some similar issues with things sometimes working and sometimes not.

Yes, Blender was not the problem, turned out that my old keyboard was beginning to fail me.
I was having issues with the CTRL key working intermittently.
The CTRL key is used a lot in Blender shortcuts, but rarely used in other areas of my computer use,
So I assumed Blender was the issue originally because I didn’t have issues elsewhere.
I hope your problem is a simple fix, but to help resolve the problem, a little more info is required.
If it is a Blender issue, hopefully we will find it and sort it out for you.
