I just noticed that in my version of blender (4.4.3), the I button doesn’t work for keyframes, its k for keyframes. Is it a problem on my end? I have no clue.
I now inserts keyframes for location, rotation, and scale. K gives the insert keyframe menu and shift+k gives keying set menu. If you set a keying set then I will use the specified keying set I believe.
