I just noticed, that the behaviour is not different, if you switch between Vertex, Edge or Face select.
It always increases the size of the selection by selecting another face to every outer vertex.

I was stumbling over it by selecting 1 Vertex on a grid and pressing Numpad-+. Not 5, but 9 Vertices got selected.

Yes, the blender developers try and stay as consistent across the menus.
