I watched a vid a few times and still am confused
I’m not 100% sure of your issue here, but I think if you change the parent on the DEF-Spine to disable ‘connected’. Then it will work the same as the tutorial.
Let me know if that isn’t what you mean 🙂
My question here is, does torso need to follow the hips? After moving hips, the torso and spine are disconnected.

The Torso control is the master control for the top part of most characters.The Hips control is just for moving the hips.
You do not want the hips to affect the Torso. You want a way to isolate the movement without affecting to whole top portion of the character.
