        Under Preferences -> Themes -> Text Stiles, in the right-hand panel you will see three fields with the label “points” increase the number for these fields to increase the related text size.

        It is a fantastic interface because you get to see the changes you make happen live. So make sure that your Preferences window is not maximised, enabling you to see the effect changes have on your workspace.

            User Preferences -> System -> DPI: (under General at top left). That will increase the size of the UI overall.

              I am not able to find that option in Blender 2.79b
