That is normal behavior. I don’t know exactly why that is (has to do with the World Origin), but here is one thing you can do, when you reach the zoom limit (it’s a ‘hack’):
Select (or Add) a Camera and press CTRL+ALT+NUMPAD 0. This puts you in Camera View and you can zoom in further. Do not Rotate the View, because then you’ll leave Camera View and you’re ‘stuck’ again (NUMPAD 0 to return to Camera View, when that happens). You can also check View > Lock Camera to View (in the N-Panel), that way you can even Rotate.
When you reach the Camera zoom level, you can simply move the Camera closer (while in Camera View, with the Camera Selected: G, MMB).
It takes a bit of practice, but it works.
Another way, it to Move your Object away from the Center of the World a bit (just to be clear, closer to you, not ‘behind’ the World Origin!) (best done in Object Mode, so you can easily put it back later with ALT+G (again, in Object Mode)).
