      How can I set Blender’s N and T panels to have transparency like you have here?

        You go to your Blender Preferences, under the System Tab, near the very center of the panel there’s a check box that says “Region Overlap”, check that.

        It’s right over where it says “Text Anti-aliasing” and underneath where it says “No MultiSample” (At least if you haven’t changed it).
