Help: I can only indent one circle button 😭

Hi – I am pretty new to bender. I am having problems in indenting only one button on the z axis. I don’t know what I am doing wrong 😭

When I select both circles buttons to indent – the plus button is automatically being selected too. 

When I managed to select the two circle buttons, only one gets indented. 

Would really appreciate if anyone could help me out 🙏🏽
