The latest version of blender doesn’t allow for the F9 key menu to pop up. What can I do to access that menu feature that edits the object properties

F9 still works for me, even on Blender 5.0 Alpha.
So I don’t know what is going on on your end. Maybe some other program, or your OS is using that key?
You can always change the shortcut in your Preferences:
