Can’t link from vertex to vertex, what’s wrong ?? Knife Project ??

I’ve ever meet case when knife tool can’t link from vertex to another vertex,  can you explain some case when the knife tool wouldn’t work ?
 

What is Knife Project ? What’s different with Knife tool?

I’ve already check for that issue (overlapping face and vertex) but there is no double in this case.
