Can not use left-click drag.

It’s have a yellow with ball head like extrude tool I can not left-click drag. Is it change in 2.82?

Put your mouse pointer on top of the yellow ball. It then turns white and then, press the left mouse button and keeping it pressed, drag towards the face or faces you want to inset. With other tools (like bevel for instance) you might need to drag away from your Object.
