      at 9:20 in this video ,  bevel on edges is not effective

          You may have double vertices. Select everything with A, then M – by distance.

            What, you started with a Circle? (Nothing wrong with that…just weird 😉)…

            You may also have Clamp Overlap enabled (under Geometry in the Bevel Modifier)…

            But, looking at your Transforms, my first guess, would be that you didn’t Apply your Scale…?

              Also maybe if the scale is off, if your object is too tiny, you may need to set the numbers at very low values, stuff like 0.003
