In the bottom of the 3D viewport (actually it’s the 3D viewport header), clic on the “3-colored axes” button located next to the “Global” button. 😉
In the expanded region, you can then chose if you want the arrows, cubes or circles (or a combination) wich represents respectively your location, scale and rotation widgets.
