That is because of the placement of the pegs.
If a ball hits a peg, it should have an equal chance of going left or right. In order to do that, the ball needs to hit the peg ‘centered’. When it hits the first pin, that is the case, but, suppose it then goes (screen) left, the chance that it hits the second pin so, that it goes right is very unlikely:
It will just keep hitting the pins on the same side, therefor most of the balls end up on the outside.
