It looks like .003 is a child of .002 (and not connected)
I’m not sure which direction the bones flow (down to up, or up to down)
But if the bones flow from the top down, then because it’s not a connected parent, it won’t automatically affect the bending of the bone in the middle.
If it is meant to flow from the bottom to the top, there is a parenting error. If you rotate the middle bone, both the other bones will follow.
Of course I’m just guessing from your image here, but I hope that helps.
