Some Hotkeys may not work if you have other software running at the same time. This is common if you have GPU software with hotkeys enabled for screenshots, replays, recording, streaming, etc., etc..
Disable hotkeys in any other software you have running, or better still open Blender without any other software running, and disable hotkeys in your GPU software.
Try again and see if the problem persists.
Have you installed any add-ons in Blender? Apart from free add-ons shipped with Blender. Some add-ons will also use hotkeys that override the default Blender hotkeys.
It is also possible, rare but possible, an error occurred during the download and install. If the above fails to resolve the problem, download Blender again by visiting blender.org. I have seen some unofficial sites appear when searching for Blender.
