I can understand your confusion.
The Annotate Straight Line consists of two endpoints, that are connected by a straight line, so that cannot follow a Surface.
The CTRL trick however does work, but you must first Left click; so: LMB (hold), CTRL (hold), draw the line (straight and on the surface).
This might take some practice.
