Followed your exact steps and got this:
Now this is 2.83, but I can’t imagine that 2.82 is different. Will try 2.82, just to make sure.
Apart from the fact that it seems rather ‘clumsy/awkward’ to keyframe Scale and Location separately, the order definitely should not make any difference!
