Make sure the texture is selected (under Texture), it probably is…
Maybe try changing the Brush Stroke Method (Trait) to better see what’s happening. (Drag Dot is good for testing)
Also, that image doesn’t have a lot of contrast…maybe use a greyscale image..the Displacement Texture might be good for Sculpting..
