Do you have any other modifiers no the hair?
As I investigated here in a test file I’ve created, using the Interpolate Hair Curves with the Interpolation Guides with the value of 1 also flatten the hair through out the curve. If you want the duplicates to follow exactly the main curve I would say, go with the Duplicate Hair Curves modifier and enable the Even Thickness option.
