Please make sure that all your drivers are up to date. Windows doesn’t always do that automatically if I remeber correctly.
It’s weird, it doesn’t even mention ‘Pan View’ after the MMB icon….
You could also try Blender 3.2, but I am not very confident that that would make a difference (worth a try though).
