@Matthew Fricker @Jonathan Williamson Thanks guys I tried both already, I really not sure how to explain what I am trying to do LOL that is why I included pictures, let me try to explain in details better.
so this is the original before pinned
after it has been pinned by stretching the vertices around the neck like so
after running the simulation the stretching the vertices to the neck it retrain that length
this is a highlighted example
but this is what I really have in mind or result after simulation
