When you press CTRL+R and hover over an Edge, it hisghlights, where the cut is going to be made, this is the moment where you can scroll the mouse wheel to increase/decrease the number of cuts. When you now left click or press Enter once, the loop(s) is (are) placed, but you can still slide them, left clicking (or Enter) again fixates the loop(s) at the current position, If you scroll now, you zoom in or out. The number of cuts can’t be changed anymore by scrolling. You can still press F9 to change the number of cuts, but do that immediately before doing anything else, or you lose that ability as well.
