After looking at your file you have 2 problems. First, you need to check Grease Pencil use lights in the preference editor on object tab under visibility panel. Second on the Fills layer you need to check Lights.(Properties editor->Data/Grease pencil tab->Layers panel) Side note you also need to be in render shading mode(Z)
