Hi Brian, that is probably because the Collection is hidden in the Viewport. There are two ways to hide things via the Outliner (which is confusing enough), but by default one of those Toggle Icons is itself hidden (crazy right? I highly recommend enabling it in your Startup File!):
In the file you are referring to, the whole Collection 3 is hidden in the Viewport, because the third Layer was not visible in the original file.
