Blender is definitely capable of producing an animated TV show. Just look at the Caminandes series for proof on that: http://www.caminandes.com/
But creating a TV show in general is never an easy endeavor. TV show productions require multiple talented people and a lot of time…so in that sense, they are very hard to make.
