There’s a deadline but for what? Is this a school / uni project or what? What does your friend actually want to use it for?
You want to commission someone to make this for you. Without asking around I’m not sure how much something like this might cost. In the UK my guess is you’d need to have a minimum budget of £1000 and possibly a lot more depending on the level of fidelity and final use e.g. if it’s going to be used commercially.
