I recommend 2 options:

1. Restoring Blender to factory setting should bring the fill brush back: File > Load Factory Settings

2. Re-creating the Fill brush by adding a new/duplicate brush with the “+” button under the brush icon, rename it to “Fill”, then go to the Brush menu in the 3D view header > Image Paint Tool > Fill
