Development is basically dead for BI, but it’s still a very useful option for rendering. Particularly for Non-Photo Realistic (NPR) rendering.
You’ll see a lot of people use it for cartoony/stylized renders. Also in conjunction with the Freestyle renderer as seen in this archived course.
