Sorry, you seem to be correct.
It doesn’t appear to be possible.
Tried it on Linux and Blender crashes on opening.
Could have something to do with the fact that Blender has to import the FBX and importing is a Blender operator, so it can only import after Blender is opened. (I don’t know this, but I can imagine it is something like this…)
