Well, Retopology is a puzzle. Try things out, see what works and what doesn’t.
Some advice: start with what you know how to do and then fill in the rest.
As for the pinching, that’s mostly (if not always) because of Poles. Never use 6-sided Poles and keep 5-sided Poles away from the main, shapes-defining Edge Loops.
So, the bottom lip could be something like this (I did this without looking at your Sculpt as reference, so it’s not the same):
And yes, there are still 5-sided Poles at the edges; the whole tongue area needs to be re-done. But the bottom lip is where I would start.
