I would start with a circle for the base. Extrude the petals from the sides of the circle. Don’t forget a mirror modifier. For each layer of the flower, just copy the one below it, rotate it, and change a few things to make it unique. For the thing in the center of the flower, just start with a square for the base, because it only has 4 sides, then move on from there.
