You can upload your .blend file to Dropbox, Googledrive or so and post a link here.
My guess is, that if you Parent the lappets to the bell, you then should just Parent the bell to the Empty (because the lappets are already Parented to the bell). But it’ll be easier to troubleshoot when we can see the .blend.
