I don’t know if the Topology is bad, but the Mesh looks indeed a bit messed up. The best thing you can do, is to start over with this part. (Yes, I am serious!)

And in order to try and get some confusion out of the way; These two Meshes are not the same (obviously), but they do have the same Topology:

Moving Vertices around doesn’t change the Topology of a Mesh, but changing how the are connected, does.
