Hard to tell, I also have never heard of this problem, but what Operating System are you using? I am guessing it’s Windows, by the way you write.
If another User can Open Blender and You can’t, it must have something to do with Administrator rights (still assuming You are on a Windows System. Other Operating Systems have something similar, but under a different name).
Another thing to consider, is, where you Downloaded Blender from (Blender.org, through Steam,…).
This is something, that’s probably not easy to solve from a distance (but we can try).
