Blender can do this – but the rig in this course does not have this exact feature. You can achieve the same effect as @dillenbata3 has described or by rotating the body of the bone.
I’m going to ask you some questions though, well it’s actually some questions that I want you to ask yourself.
Ask yourself why you need this functionality.
Are you wanting to learn animation and you have found a roadblock so you can delay this?
Or are you wanting to learn how to rig and you think this will be an interesting challenge?
If you want to learn to animate – just learn that. Don’t let a non-independently rotating squash and stretch control stop you. Often in animation you need the rig to do something that it can’t really do – and you find a way. It’s possible that you have just found a way to self sabotage yourself before you have even started.
So just learn animation.
If you’re wanting to learn how to rig – then learn how to rig 😉
