That is only true if you have transform orientation(Comma key) set to global. If you have any other orientation like Local selected then first time will be the selected orientation and the second time will be Global orientation. This is also true with Planes(Shift+ X, Y, or Z). This is covered under the Blender Basic 4.x: orientation and parenting in chapter 1:
