Properties editor->Object tab->Viewport Display->Change Display as from Textured to Wire.
The object that he calls a wire object is a duplicate of the other object set to display as wireframe.

Note: this won’t render as a wireframe. It will render as a solid object. If you want it to render as a wireframe then you will need to add a wireframe modifier to the object.
