[2.79] Ctrl+click won’t snap but moving the vertex works.

So I got snapping to face turned on but when I ctrl + r-click the vertex gets created at a random place, ignoring the snapping. When I then press G to move the vertex it snaps.

I use the same blender version and I do have the same issue.

can we get help?
