Clamp Overlap clamps the overlaps so it doesn’t overlap, when you uncheck it, the overlaps are allowed to happen and it overlaps everywhere. So you need to tone the bevel down in size so it doesn’t overlap all over since it’s not clamped anymore. Not confusing at all.
