The Cache is created when you enable Hair Dynamics (and play the Simulation)…when then disabling the Dynamics afterwards, the Cache is still there…Clearing the Cache is always a good idea (also in Browsers), when problems occur…

Changing some values can Clear the Cache, like changing the Simulation End Frame to the same as the Start Frame in this case:
