I don’t remember if this works across all blender versions but I do know that when I upgrade from 3.3 to 3.4, the very first time I start blender 3.4 if I pay close attention to the “splash screen” aka “the welcome screen” there is an option to import all settings from blender 3.3
It does a pretty dang good job and importing the settings/addons/user preferences every time for me. But you only get that option “easily” on the first load of blender. There’s another way to trigger it but it requires explanation.
…..and there is also a manual way of doing it too but I digress.
