Yes, I think as Wayne said, you have to be in pose mode in order for that menu to pop up.

Then if you’re in pose mode and you hit CTRL + Shift + C, the menu will pop up

And that menu is the constraints menu, which gets called by that combination of hotkeys as a shortcut if you don’t want to go at Blender’s UI searching for it. So where that menu really lives is here:
