      I’m fairly new to digital drawing, and at the moment just a hobbyist, so I pretty much only use Mischief for colouring/drawing. I know most people use Photoshop or Illustrator, but I honestly don’t know the difference between them. Is there a program you prefer (or would recommend)? If so, how much does the version matter?(because Photoshop ain’t cheap)

        Photoshop is better for painting/drawing while illustrator is more for logo’s and design, or if you have a smooth, cartoony style. an older version of ps works just fine in my opinion. there are alternatives too, like corel or kirita. basically, do some research and see what suits you best.
