I’m using Blender 2.78, when i use my pinch brush it creates this dragable line that only begins to affect the mesh after draging the circle about an inch away and its making the brush difficult to use. Is there a way i can change this?

Sounds like you have “Smooth Stroke” turned on. You can find the checkbox in the Stroke section of the Tool Panel (T-panel).
